The system

How income tax works in Romania

Romania keeps its salary tax simple on paper: a flat 10% with no bands. In law the 10% applies to what is left after your pension and health contributions and a personal deduction. This calculator applies the 10% to the full gross salary, so treat the income tax figure as an upper bound; the real payroll figure is lower.

The heavy deductions are the contributions, and in Romania the employee pays them: CAS pension at 25% of gross pay and CASS health at 10%, 35% combined, with no ceiling on either. The personal deduction that payroll applies depends on your income and dependants and phases out as pay rises; it is worth up to roughly RON 600 a month at low pay and is not modelled here, which also pushes the modelled tax up at lower salaries. Your employer pays a separate 2.25% work insurance contribution (CAM) on top of your salary; it does not come out of your pay.

What this calculator leaves out

  • Flat 10% income tax; in law it applies to gross salary minus CAS and CASS and minus a personal deduction, so the modelled tax (on gross) is an upper bound
  • The personal deduction depends on income and dependants (it phases out and is worth up to roughly RON 600/month at low pay); not modelled for the standard single case
  • Employer pays a 2.25% work insurance contribution (CAM) on top of gross; not an employee deduction

FAQ

Romania tax — frequently asked questions

A flat 10%. There are no bands. In law it is charged after the CAS and CASS contributions and a personal deduction; this calculator charges it on gross pay, so its figure is an upper bound.
Romania loads social costs onto the employee: 25% pension contribution (CAS) and 10% health contribution (CASS), both on full gross pay with no cap. The employer adds only a 2.25% work insurance contribution on top.
It is an amount payroll subtracts before tax, based on your income and how many dependants you have. It phases out as income rises and is worth up to about RON 600 a month at low pay. It is left out here, so low-salary results overstate the tax.
No. Both contributions are charged on the whole salary however high it goes, unlike many countries where contributions stop at a cap.
