The system

How income tax works in Albania

Albanian salary tax is withheld monthly. The personal deduction depends on the monthly salary: ALL 50,000 for salaries up to ALL 50,000, ALL 35,000 in the ALL 50,001 to 60,000 band, and ALL 30,000 above that. This calculator annualises the standard ALL 30,000 a month, so the monthly transition band is not reproduced exactly and tax at the lowest salaries comes out slightly higher than a real payslip. On the tax base above the deduction, the rate is 13% up to ALL 2,040,000 and 23% above that. With the ALL 360,000 annual deduction added back, the 23% rate starts at gross pay of ALL 2,400,000 a year.

Employees also pay 11.2% in contributions: 9.5% social insurance, charged only up to the maximum insurable salary of ALL 186,416 a month (ALL 2,236,992 a year), plus 1.7% health insurance with no cap. In Albanian law, income tax is charged on salary after those contributions have come off. This calculator taxes gross pay minus the personal deduction only, so the income tax shown is a slight upper bound.

What this calculator leaves out

  • Employment income is taxed monthly in Albania; the monthly personal deduction is ALL 50,000 for salaries up to ALL 50,000, ALL 35,000 in the ALL 50,001-60,000 transition band and ALL 30,000 above that. The model annualises the standard ALL 30,000/month deduction, so the monthly transition band (where 13% applies only above ALL 35,000) is not reproduced exactly.
  • PwC annual table (from 1 January 2025): 13% on the annual tax base up to ALL 2,040,000 and 23% above; the 2,040,000 base corresponds to gross pay above ALL 2,400,000 a year once the deduction is added back.
  • Employee contributions total 11.2%: 9.5% social insurance, capped at the maximum insurable salary of ALL 186,416/month (ALL 2,236,992/year, 2026), plus 1.7% health insurance with no cap.
  • In law, income tax is charged on salary after employee contributions; the engine taxes gross pay minus the personal deduction only, so tax is a slight upper bound.

FAQ

Albania tax — frequently asked questions

In the standard case the personal deduction is ALL 30,000 a month, ALL 360,000 a year, and 13% applies to the tax base above it. At monthly salaries up to ALL 50,000 the deduction is larger, ALL 50,000 a month, so the real entry point is higher at low pay than the annualised figure used here.
The 23% rate applies to the annual tax base above ALL 2,040,000. Once the ALL 360,000 deduction is added back, that is gross pay above ALL 2,400,000 a year. Only the income above that point is taxed at 23%.
Contributions total 11.2% of gross salary: 9.5% social insurance, capped at an insurable salary of ALL 2,236,992 a year, and 1.7% health insurance, which has no cap. Above the social insurance ceiling, only the health contribution keeps rising with pay.
Not quite. The monthly deduction tiers of ALL 50,000 and ALL 35,000 at lower salaries are simplified to ALL 30,000 a month here, and the law also deducts employee contributions before tax while this calculator does not. Both effects mean the tax shown runs slightly high, mostly at lower salaries.
