The system

How income tax works in Montenegro

Montenegro rebuilt its salary taxes under the Europe Now programme. The first €700 of monthly pay is untaxed (€8,400 a year), the slice between €700 and €1,000 is taxed at 9%, and pay above €1,000 a month is taxed at 15%. This calculator annualises those monthly steps, so the 0% band runs to €8,400, the 9% band to €12,000, and 15% applies above that.

Employee contributions are much lighter than older guides suggest. The employee pension and disability contribution was cut from 15% to 10%, and the employee health contribution was abolished in October 2024, leaving pension at 10% plus unemployment insurance at 0.5%. Pension contributions stop above an annual base of about €68,765. What the calculator leaves out is the municipal surtax, charged at 13% of the income tax bill, or 15% in Podgorica and Cetinje, so the real income tax cost is a little higher than shown.

What this calculator leaves out

  • Europe Now scale: 0% up to EUR 700 per month, 9% on EUR 700-1,000 per month, 15% above (annualised here)
  • Under the Europe Now reforms the employee health insurance contribution was abolished (October 2024) and the employee pension rate was cut from 15% to 10%; sources still quoting 24% total employee contributions are pre-reform
  • A municipal surtax of 13% (15% in Podgorica and Cetinje) is charged on the income tax amount and is not modelled
  • The pension contribution ceiling (annual base of about EUR 68,765) follows the PwC summary figure and should be re-verified at the next refresh

FAQ

Montenegro tax — frequently asked questions

The first €700 a month, €8,400 a year, is taxed at 0%. The next slice, up to €1,000 a month, is taxed at 9%, and anything above that at 15%.
Those figures predate the Europe Now reforms. The employee pension rate was cut from 15% to 10% and the employee health contribution was abolished in October 2024. Employees now pay 10% pension plus 0.5% unemployment insurance.
The municipal surtax: 13% of your income tax, or 15% in Podgorica and Cetinje. It is charged on the tax rather than on income, so it adds a modest amount on top of the tax shown here.
Yes, for the pension contribution: it is charged on pay up to an annual base of about €68,765, a figure taken from the PwC summary that is due for re-verification. Unemployment insurance at 0.5% has no ceiling.
