The system

How income tax works in Moldova

Moldova charges a flat 12% income tax on salary, with no bands. Residents also get a personal exemption of MDL 29,700 a year. In law that exemption is only available while annual income stays at or below MDL 360,000, and it is withdrawn above that point. This calculator applies the exemption at every income level, which slightly understates tax once pay passes MDL 360,000.

Employees pay two contributions on top of the tax: social insurance (CAS) at 6% and health insurance (CNAM) at 9%, 15% of gross pay in total, with no ceiling. The 6% social share has been an employee cost since the 2021 reform; older guides that show employees paying health insurance only are out of date. In law the 12% tax is charged on pay after both contributions and the exemption, while this calculator charges it on gross pay minus the exemption, so the tax shown is somewhat higher than a payroll figure. The special IT Park regime, a 7% single tax with exempt employee income tax, is not covered.

What this calculator leaves out

  • Flat 12% income tax; employees also pay 6% social insurance (CAS) since the 2021 reform — older guides showing health-only employee contributions are outdated
  • In law the tax base is gross minus CAS and CNAM minus the personal exemption; the engine taxes gross minus the exemption only, so tax is somewhat overstated
  • The personal exemption is withdrawn once annual income exceeds MDL 360,000; the engine applies it at all incomes, a small understatement of tax above that level
  • The Moldova IT Park single-tax regime (7% of revenue, with exempt employee PIT) is a special regime and is not modelled

FAQ

Moldova tax — frequently asked questions

A flat 12% on salary income. There are no income tax bands. The standard case here also gets the MDL 29,700 personal exemption.
Social insurance (CAS) at 6% and health insurance (CNAM) at 9% of gross pay, 15% combined, with no upper limit. Since 2021 employees have paid both; before that the social contribution sat with the employer.
In law the personal exemption is withdrawn once annual income passes MDL 360,000. The calculator applies it at all incomes, so above that threshold its tax figure runs slightly low. Its tax base, gross pay minus the exemption, also skips the legal deduction of contributions, which pushes the tax the other way.
No. IT Park resident companies pay a single tax of 7% of revenue and their employees are exempt from income tax under that regime. This calculator covers the standard 12% salary tax only.
