The system

How income tax works in Latvia

Latvia taxes employment income at two rates. The first €105,300 of taxable income is taxed at 25.5%, and income above that is taxed at 33%, with the top slice collected through the solidarity tax mechanism. The €105,300 threshold is the same figure as the ceiling for employee social contributions. The fixed non-taxable minimum of €510 a month applies to everyone; unlike the old system, it no longer shrinks as pay rises, so the same €6,120 a year is deducted at every salary level.

Employees pay state social insurance contributions (VSAOI) at 10.5% of pay up to the €105,300 ceiling, and nothing above it. In law, income tax is worked out on pay after those contributions and the non-taxable minimum. This calculator applies the tax rates to gross pay minus the minimum only, so the income tax it shows runs somewhat higher than a payroll calculation. A separate 3% tax on total annual income above €200,000 also applies from 2025 and is not included here. The 10.5% contribution rate shown is the standard one; employees at retirement age pay 9.25% instead.

What this calculator leaves out

  • Two-rate scale in force since the 1 January 2025 reform: 25.5% up to the social contribution ceiling of EUR 105,300 and 33% above (the top slice is collected through the solidarity tax mechanism)
  • In law the income tax base is income after employee social contributions and the non-taxable minimum; the engine applies brackets to gross minus the minimum only, so tax is somewhat overstated
  • An additional 3% tax on total annual income above EUR 200,000 applies from 2025 and is not modelled
  • Employee social rate is 9.25% for persons at retirement age; the standard 10.5% is used

FAQ

Latvia tax — frequently asked questions

The non-taxable minimum is €510 a month, or €6,120 a year, and it applies at the same amount to all employees. Income above the minimum is taxed at 25.5% until taxable income reaches €105,300, then at 33% on the slice above that.
Two rates: 25.5% on taxable income up to €105,300 and 33% above it. The two-rate scale has been in force since the reform on 1 January 2025.
Employee VSAOI is 10.5% of gross pay, charged on earnings up to €105,300 a year. Nothing is charged on pay above the cap. Employees who have reached retirement age pay a lower rate of 9.25%.
On a real payslip, income tax is calculated after your social contributions have been deducted, as well as the €6,120 minimum. This calculator skips the contribution deduction, so its tax figure is higher than payroll. It also leaves out the extra 3% tax on total annual income above €200,000.
