The system

How income tax works in Azerbaijan

From 1 January 2026, monthly salary in the non-oil private sector is taxed at 3% up to AZN 2,500, 10% from AZN 2,500 to AZN 8,000, and 14% above AZN 8,000. Annualised, those thresholds are AZN 30,000 and AZN 96,000, which is how the calculator applies them. The rates are already legislated to rise: the first band becomes 5% in 2027, and from 2028 the schedule is 7%, 10% and 14%. There is no personal allowance in this schedule.

Employees also pay three contributions. State social insurance is 3% on the first AZN 200 of monthly salary and 10% on the rest. Unemployment insurance is 0.5%. Mandatory health insurance is 2% of salary up to AZN 2,500 a month and 0.5% on the excess. In some cases the law charges monthly tax on salary net of contributions; this calculator taxes gross pay, so the figures are a slight upper bound.

What this calculator leaves out

  • Modelled case: non-oil-and-gas private-sector employee. The 2019-2025 full PIT exemption for this sector ended on 31 December 2025; from 1 January 2026 monthly salary is taxed at 3% up to AZN 2,500, 10% from AZN 2,500 to 8,000 and 14% above AZN 8,000 (annualised here). Rates are legislated to rise to 5%/10%/14% in 2027 and 7%/10%/14% from 2028.
  • Oil-and-gas and government-sector employees are NOT on this schedule: they pay 14% up to AZN 2,500/month and 25% above, with social insurance at a flat 3%.
  • Employee social insurance (private sector) is 3% on the first AZN 200/month and 10% on the excess; unemployment insurance is 0.5% each side; mandatory health insurance is 2% of salary up to AZN 2,500/month and 0.5% on the excess (private-sector threshold).
  • In law, monthly tax is charged on salary net of social contributions in some cases; the engine taxes gross pay, so figures are a slight upper bound.

FAQ

Azerbaijan tax — frequently asked questions

Yes. From 2019 to 2025, employees in the private sector outside oil and gas paid no income tax on salary under a temporary exemption. It ended on 31 December 2025, and from 1 January 2026 the 3%, 10% and 14% schedule applies instead.
Those employees were never in the exemption and stay on the older schedule: 14% on monthly salary up to AZN 2,500 and 25% above it, with social insurance at a flat 3%. This calculator models the private non-oil schedule only, so it will understate tax for oil, gas and state employees.
The increases are already in law. In 2027 the schedule becomes 5%, 10% and 14%, and from 2028 it becomes 7%, 10% and 14%. The thresholds stay at AZN 2,500 and AZN 8,000 a month.
State social insurance takes 3% of the first AZN 200 of monthly salary and 10% of the rest. Unemployment insurance takes 0.5%. Mandatory health insurance takes 2% up to AZN 2,500 a month and 0.5% on income above that. Together they add a noticeable amount on top of the new income tax.
